On behalf of the Government of the Hong Kong Special Administrative Region, I would like to extend my warmest welcome to the participants of the conference on “Logistics and Maritime Studies on One Belt One Road”.

Launched by President Xi in 2013, the Belt and Road Initiative is a powerful and promising economic driver of the 21st century. It aims at expanding co-operation in policy co-ordination, facilities connectivity, unimpeded trade, financial integration and people-to-people bonds among the 60-plus economies spanning Asia, Europe and Africa. With our unique advantages under the "one country, two systems" framework, Hong Kong is well-positioned to realise the enormous possibilities presented by the Belt and Road Initiative. Our global connectivity and our strengths in finance, trade, legal services as well as engineering provide a solid foundation for our logistics and maritime sectors to grow and blossom.

I am glad to note that academia and industry practitioners will gather at this conference to exchange insights and views on how Hong Kong should capitalise on the Belt and Road Initiative. I wish you all a productive and rewarding conference.

It is my pleasure to welcome you to the Conference on “Logistics and Maritime Studies on One Belt One Road”.

China’s visionary Belt and Road Initiative seeks to promote market integration, economic cooperation and connectivity among the countries along the Belt and Road corridors, thereby facilitating movements of people and goods, and boosting demand for international logistics and maritime services.

Given its superb geographical location, world-class infrastructure, efficient customs and high-quality professional services, Hong Kong is well-positioned to take advantage of the opportunities brought about by the Belt and Road Initiative. A regional logistics hub with extensive global connectivity, Hong Kong has close connections with over 60 countries along the Belt and Road corridors. Liners calling at Hong Kong span across 45 countries. We have Air Services Agreements or Air Services Transit Agreements with 40 countries.

In addition, Hong Kong offers a full spectrum of quality maritime services, from ship management and broking, ship finance, maritime insurance to maritime legal and arbitration services. These services underpin our maritime industry and help entrench our position as an international shipping centre.

This conference is a valuable platform for industry stakeholders, professionals and academia to share insight on how best to capture the golden opportunities ahead and make inroads to new markets.

Message from Professor Timothy W. Tong, Ph.D.

The Hong Kong Polytechnic University

 
Vision and Actions on Jointly Building Silk Road Economic Belt and 21st-Century Maritime Silk Road, issued by the National Development and Reform Commission, Ministry of Foreign Affairs, and Ministry of Commerce of the People's Republic of China in March 2015, is a prudent plan in response to some major global challenges. Promoting economic cooperation and market integration, it embraces the trend towards a multipolar world, globalisation and cultural diversity.

This initiative will not only foster connectivity and strengthen partnerships among the countries along the Belt and Road, but also open up unprecedented opportunities to industry and academia in Hong Kong for new collaborative ventures. As a result, Hong Kong would be able to further contribute to the development of the Chinese mainland.

The Hong Kong Polytechnic University is well poised to leverage the opportunities presented by this endeavour. We launched the Universities Alliance of the New Silk Road in 2015. With 80 member institutions, the Alliance steers and supports collaboration in education, science and technology, as well as fostering cultural exchange. Our University is also the sole provider of maritime education at tertiary level in Hong Kong, and this Conference, with a special focus on logistics and maritime studies, will provide a valuable platform to address various issues and identify new opportunities associated with the initiative.

On behalf of PolyU, I extend my sincere appreciation to the industry organisers and the organisations supporting this Conference. I also extend a very warm welcome to our overseas speakers, and wish you all very fruitful discussions.

Welcome to The Hong Kong Polytechnic University and this conference.

One Belt One Road envisions greater international cooperation and connectivity. Hong Kong, the super connector between the Chinese mainland and the rest of the world as well as a finance centre and logistics hub, is poised to serve multiple roles in this initiative.

The Faculty of Business at PolyU seeks to solicit the views and coordinate the efforts of different sectors and potential contributors. In this conference, we will explore the opportunities and address the challenges arising from the One Belt One Road initiative, especially in the areas of transport and logistics, including infrastructure development, law and policy, finance and security.
